How do municipalities manage and document winter control operations?
In short
Municipal winter operations management is the practice of monitoring weather and road conditions, deploying plowing, salting and sanding resources across defined routes, and documenting what was observed and done during a winter event. In Ontario, winter maintenance is also addressed by the Minimum Maintenance Standards in O. Reg. 239/02, which makes the winter record both an operational and an evidentiary matter.

Operationally, most departments know what to do in a storm. The part that fails is the record: a 26-hour event, three shifts, six operators, two contractors, changing conditions and a resident complaint filed eleven months later.
The goal is a record built as a by-product of the work rather than reconstructed on Monday from memory and radio logs.
Weather monitoring
- Record the forecast relied on, its source and the time it was obtained — not just the weather that eventually happened.
- Note pavement temperature and trend where available, since it drives material choice more than air temperature does.
- Capture the decision made from the forecast: pre-treat, stage staff, monitor, or stand down.
- Keep re-checks through the event; a single 4 a.m. forecast does not evidence overnight monitoring.
Patrols during winter
Winter patrol serves two purposes: it tells the supervisor what is actually happening on the network, and it evidences that the municipality was watching. Both are undermined by patrol records that only say the route was driven.
Useful patrol entries record conditions by area, treatments observed, locations that were deteriorating, and any change made to deployment as a result.
Routes and route-specific hazards
Route knowledge is the most valuable and least documented asset in winter operations. Known drift areas, low bridges, tight turns, soft shoulders, hidden culverts, sensitive locations such as schools and long-term care facilities — most of it lives in the heads of operators who have run the route for fifteen years.
That works until the storm that requires a callout of the operator who has run it twice. Hazards belong on the route, visible to whoever is assigned to it, including someone arriving at 2 a.m.
Shift turnover
- 1.Record where each route stands at the end of the shift, not just that the shift ended.
- 2.Note material used and remaining stock, so the incoming shift is not guessing.
- 3.Flag equipment problems and workarounds in effect.
- 4.Pass on new hazards found during the shift, attached to the route.
- 5.Confirm the incoming operator has the current picture before the outgoing one leaves.
After the event
- Total the event: duration, resources deployed, material used, callouts, incidents.
- Capture what should change before the next event, while it is still fresh.
- Move any hazard discovered during the event into the permanent route record.
- Close out equipment issues and material replenishment.

- Forecast reviewed and recorded with its source and time.
- Pavement temperature and trend considered where available.
- Staffing confirmed, including hours-of-rest considerations for a long event.
- Operator qualifications and licences confirmed current for assigned equipment.
- Equipment checked: plow, wing, spreader, calibration, lights, controls.
- Material stock confirmed and replenishment arranged.
- Route assignments issued with current route-specific hazards attached.
- Known problem locations reviewed with operators new to a route.
- Communication method confirmed for the shift, including after-hours contact.
- Documentation expectations stated: what gets recorded and when.
- Turnover plan agreed for the end of the shift.

- Briefing hazards verbally at shift start, which never reaches the mid-event callout.
- Recording that a route was completed without recording conditions or treatment.
- Keeping the only forecast record in a browser tab.
- Allowing contractor records to arrive late, incomplete, or not at all.
- Losing new hazards found during an event because nobody moved them into the route record.
